Cabinet congratulates HH the Amir, Qatari people on resounding success of constitutional amendments referendum

HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, chaired the weekly Cabinet meeting today at the Amiri Diwan.

In a statement after the meeting, HE Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, said that the Cabinet began their session congratulating HH the Amir Sheikh Tamim bin Hamad Al Thani and the Qatari population for the success of the general referendum on the 2024 draft constitutional amendments. The historic national event featured wide public participation and voter turnout, garnering overwhelming citizen support for the draft constitutional amendments.

The Cabinet emphasised that the people of Qatar have once again demonstrated their profound commitment to national duty through their enthusiastic participation in this momentous event, reaffirming that this engagement exemplifies the deep bonds between citizens and their leader.

The Cabinet went on to praise the exemplary efforts of the Ministry of Interior, the General Referendum Committee and its subsidiary committees, along with all State institutions and Qatari cadres that contributed to the remarkable success of the referendum. These entities oversaw the efficient management of referendum procedures, conducting them with the highest standards. This milestone stands as a testament to our nation’s journey to consultation-based, justice and rule-of-law governance.

Subsequently, the Cabinet lauded outcomes of the Joint Arab-Islamic Extraordinary Summit, held in Riyadh on Monday, with the participation of HH the Amir Sheikh Tamim bin Hamad Al Thani, commending the Kingdom of Saudi Arabia’s efforts in convening the event. The Cabinet further expressed their hope that the outcomes of the Summit would establish a foundation for decisive Arab-Islamic action to secure an immediate end to ongoing Israeli aggression in Gaza, occupied Palestinian territories and the Republic of Lebanon, as well as expand humanitarian aid to civilians.

During the session, HE the Prime Minister and Minister of Foreign Affairs welcomed the newly appointed ministers, commending their selection by HH the Amir Sheikh Tamim bin Hamad Al Thani. HE extended his well wishes for their success in fulfilling their responsibilities while acknowledging the valuable contributions of their predecessors in serving the nation and its people.

HE the Prime Minister and Minister of Foreign Affairs emphasised that the upcoming phase, marked by the implementation of the Third National Development Strategy and the culmination of the Qatar National Vision 2030, demands reinvigorated efforts across sectors, as well as a sustained commitment to improve services in tandem with the nation’s comprehensive development.

As part of the session’s proceedings, the Cabinet approved a draft law on the State Emblem and referred it to the Shura Council. The draft law aims to ensure the Emblem’s legal protection and regulate its use as a sovereign symbol of the nation. By establishing legal frameworks, the draft law also aims to preserve the State Emblem’s significance and reinforce Qatar’s national identity locally and internationally.

The Cabinet also approved, in principle, a draft law amending select provisions of Law No. (4) of 2008, regarding property leasing. The draft law aims to address subdivision issues and mitigate the adverse impacts of unregistered lease agreements.

The Cabinet then reviewed Shura Council proposals on regulating and monitoring domestic workers’ recruitment offices and took the appropriate decision thereon.

From there, the Cabinet adopted the National Digital Authentication and Trust Services Strategy 2024-2026. The strategy, prepared by the Ministry of Communications and Information Technology, in collaboration with various relevant government entities, aims to achieve the goals of Qatar’s Digital Agenda, the Third National Development Strategy and to support the realisation of the Qatar National Vision 2030. In addition, it aims to bolster the digital economy, foster innovation in digital services and enhance the legislative, regulatory, and technical frameworks for Digital Authentication and Trust Services systems. This establishes a secure digital ecosystem that promotes effective collaborations among individuals, government and private entities alike.

The Cabinet went on to approve the necessary measures to ratify a Memorandum of Understanding (MoU) for youth development cooperation between the State of Qatar and the Republic of Senegal.

The Cabinet also approved a draft core contribution agreement, signed between the Qatar Fund for Development and the International Atomic Energy Agency (IAEA) to support the IAEA’s Regular Resources in 2023 and 2024 and a draft MoU to cooperate in youth and sports development between the State of Qatar and the Republic of Liberia.

At the meeting’s conclusion, the Cabinet reviewed three reports, making decisions accordingly. These included a periodic report on the outcomes of the 6th National Counter Terrorism Committee; the final report detailing outcomes of the Ada’a performance management system in 2023, and a report on the State of Qatar’s participation at the Second Business Forum of the Asia Cooperation Dialogue.
