Cabinet congratulates HH the Amir ahead of Qatar National Day

HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, chaired the weekly Cabinet meeting today at the Amiri Diwan.

After the meeting, HE Ibrahim bin Ali Al Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, said that the Cabinet opened their session by congratulating HH the Amir, Sheikh Tamim bin Hamad Al Thani, ahead of Qatar’s upcoming National Day celebrations.

The Cabinet also commended the Qatari people on this momentous occasion, paying tribute to the historic legacy of the nation’s founder, Sheikh Jassim bin Mohammed bin Thani. They further expressed their pride in Qatar’s remarkable achievements under HH the Amir’s leadership, which has fostered comprehensive national development and secured Qatar’s distinguished position on the global stage.

From there, the Cabinet praised outcomes of HH the Amir’s state visit to the United Kingdom from 2–4 December, following an invitation from His Majesty King Charles III. The Cabinet affirmed that the exceptional welcome received by HH the Amir and constructive discussions with HE Prime Minister of the United Kingdom, Sir Keir Starmer, coupled with the successful conclusion of various agreements and Memoranda of Understanding (MoUs), reflect the deep historical ties shared between the two countries, as well as their mutual commitment to strengthening their relations.

The Cabinet emphasised that the joint statement issued at the visit’s conclusion, which marked a new phase for Qatar-UK relations, establishes a comprehensive framework to advance cooperation across sectors and deepen strategic partnerships while serving the shared interests of both nations and their people.

The Cabinet also commended the National Food Security Strategy 2030, launched today by HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, under the theme: ‘An adaptable, sustainable and just food system by 2030.’

Built on three key pillars, the National Food Security Strategy 2030 works to sustain food security in Qatar, namely local production, marketing and strategic reserves as well as early warning systems and international trade for investment, representing a solid foundation for ensuring food security in the State of Qatar.

As part of the session’s proceedings, the Cabinet highlighted the Shura Council’s endorsement of a draft law amending select provisions of Law No. (16) of 2018 on regulating foreign ownership and use of real estate. The draft law aims to transfer the Committee for the Regulation of Non-Qatari Ownership and Use of Real Estate’s governance from the Ministry of Justice to the Real Estate Regulatory Authority (Aqarat).

During the meeting, the Cabinet approved, in principle, a draft law on regulating media, press and publications, a draft law on regulating advertising, public relations and creative content production and a draft law establishing frameworks for cinema and theatre management and operations. Prepared by the Ministry of Culture, the draft laws aim to develop a comprehensive legal framework that addresses gaps in existing legislation by introducing regulations for advertisements across various mediums, media, creative content production, as well as for operating cinemas and theatres.

In addition, the Cabinet approved, in principle, a draft Amiri decision to establish the Roudha Award for Excellence in Social Work, which aims to promote a culture of community service and strengthen communal values in Qatar. By recognising outstanding contributions that support the Qatar National Vision’s social development pillar, the award aims to encourage the public and private sectors to take leadership roles in developing community engagement initiatives in Qatar.

In this regard, the Cabinet decided that the Council of Ministers Secretariat General would share copies of the draft laws and draft Amiri decision with the Civil Service and Government Development Bureau to post on the Sharek Platform for a period of 10 days. During this time, any feedback provided is to be consolidated and then shared with the Council of Ministers Secretariat General.

The Cabinet also approved, in principle, a draft Cabinet decision to amend certain provisions of Resolution No. (11) of 2009 on reorganising the Permanent Population Committee. The draft decision comes in line with Amiri Decision No. (13) of 2024 on establishing the National Planning Council.

The Cabinet also approved the State of Qatar’s accession to the Hague Conference on Private International Law; a draft agreement for mutual legal and judicial assistance between the State of Qatar and the Hashemite Kingdom of Jordan; a draft core contribution agreement between the Qatar Fund for Development and the International Committee of the Red Cross on institutional appeals for 2024, as well as an MoU on conducting political consultations on matters of mutual interest between the State of Qatar and the Commonwealth of the Bahamas.

At the meeting’s conclusion, the Cabinet reviewed two reports, taking the appropriate decisions thereon. These included a report on the State of Qatar’s participation, led by HE the Minister of Environment and Climate Change, at the One Planet Network Forum and a report on outcomes of HE the Minister of Labour’s participation at the 10th GCC Labour Ministers Committee Meeting.
