This pillar envisions a harmonious and inclusive society rooted in strong moral values and mutual respect, fostering unity and social responsibility.

It focuses on promoting family cohesion, empowering women, safeguarding vulnerable groups and preserving Qatar’s cultural heritage while embracing diversity.

01 – First National Development Strategy (2011 - 2016)

Implemented programs to strengthen family bonds and values
Launched Culture Sector Strategy 2011 – 2016 to promote intercultural understanding and preserve Qatar’s cultural heritage
Launched Sports Sector Strategy 2011 – 2016 to increase local community participation in sports
Expanded social protection system
Improved services for people with disabilities
Enhanced emergency response capabilities.

02 – Second National Development Strategy (2018 - 2022)

Launched the Social Protection Strategy 2018-2022 to improve accessibility and quality of social services
Renovating the Qatar National Museum to highlight Qatar’s history and heritage
Ranked the world’s safest country on the Numbeo Safety Index
Reduced road accident mortality rate from 12 in 2008 to 3 deaths per 100,000 inhabitants by 2023
Enhanced programs for integrating people with disabilities into society
Expanded volunteering opportunities and civic participation programs
Strengthened community-based initiatives

03 – Third National Development Strategy (2024 - 2030)

More than 20% share of Qatari workforce in private and mixed sectors
35% of women in leadership positions
Aim to achieve an overall satisfaction score of more than 88% among visitors and residents
Target customer satisfaction with G2C and G2B services to 85%+
Skilled and high-skilled jobs more than 46% of total workforce
Infrastructure component of Livability Index of 80 or more
Foster social entrepreneurship initiatives
