HE the Prime Minister launches Ministry of Social Development and Family Strategy 2025-2030

HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, has launched the Ministry of Social Development and Family’s Strategy for 2025-2030, themed “From Care to Empowerment.”

This comprehensive strategy focuses on empowering families and strengthening their central role in national development to build a resilient society, in line with the Third National Development Strategy.

Speaking at the launch ceremony, HE Buthaina bint Ali Al Jabr Al Nuaimi, Minister of Social Development and Family, described the new strategy as a breakthrough in Qatar’s social development approach particularly in addressing current priorities and future aspirations.

The strategy is built on five interconnected pillars that address Qatar’s evolving social landscape. The first is Strengthening Family Unity, which focuses on developing robust family support policies and comprehensive parental education programs rooted in religious values. The second pillar, Women’s Empowerment, emphasises equipping women with essential knowledge and skills while ensuring their meaningful participation in leadership roles and decision-making. The third pillar, Supporting Vulnerable Groups, ensures that special attention is given to persons with disabilities and elderly citizens, with initiatives designed to improve their quality of life, promote social integration and guarantee access to quality services. The fourth pillar, Building Social Solidarity, promotes shared responsibility by strengthening civil society organisations as development partners and expanding volunteer opportunities. Finally, the fifth pillar, Comprehensive Social Protection, includes housing system improvements for Qatari families and programs that promote economic independence through financial literacy, entrepreneurship support and professional training initiatives, enhancing self-reliance.

To achieve these goals, the Ministry will invest in several key areas: developing specialised human capital in social services, improving information systems for social care and family support and harnessing digital transformation to enhance service delivery.

Closing her address, HE Minister Al Nuaimi emphasised that success requires collective action to implement this strategy, demanding collaboration between government, private sector, civil society and every member of society to transform this vision into reality.

The Ministry of Social Development and Family Strategy 2025-2030 reflects Qatar’s commitment to preserving traditional values while adapting to global changes. By strengthening family bonds and promoting responsible citizenship, the initiative aims to build a cohesive society capable of thriving in an increasingly interconnected world. It further aligns with the Third National Development Strategy, the final phase of Qatar’s journey towards achieving its National Vision 2030.
