General Authority of Customs launches its 2024–2030 Strategic Plan

Strategy aims to deliver smart customs services that support sustainable development and national security

The General Authority of Customs has launched its 2024–2030 Strategic Plan under the slogan Future Customs… Efficiency and Security for a Sustainable Economy. The plan sets out an ambitious roadmap to strengthen national security while facilitating international trade, ensuring the safe movement of goods and reinforcing Qatar’s position as a leading and competitive trade hub regionally and globally.

The strategy reflects the Authority’s commitment to the goals of the Third National Development Strategy and its contribution to the Qatar National Vision 2030. It aims to support a sustainable national economy, strengthen employee capabilities through training and scholarships, and enhance community security by protecting social values and intellectual property. It also underscores the Authority’s commitment to environmental protection by combating the illegal trade of endangered species and improving the management of waste and pollutants.

In her remarks at the launch ceremony, Laila Hamad Al Nassr, Director of the Planning, Quality and Innovation Department at the General Authority of Customs, said: “The role of customs today is no longer limited to inspection and duty collection, but has become a pivotal element in facilitating international trade, ensuring the secure flow of goods and commodities, and strengthening local, regional and international partnerships.”

She emphasised that achieving this vision requires the continuous development of the Authority’s organisational and institutional frameworks, strengthening the skills and readiness of national staff, and keeping pace with global advances in artificial intelligence, data analytics and the automation of customs processes.

Al Nassr noted that the plan is based on clear outcomes and measurable objectives through which the Authority seeks to strengthen its position as a leading customs organisation, delivering high-quality services through a secure and intelligent customs system. This will be achieved by developing an effective operational framework that enhances national security, facilitates trade, and provides integrated, proactive services that improve the client experience and overall satisfaction.

She added that the plan also aims to establish a highly efficient financial system that ensures fair and transparent revenue collection, while fostering an institutional culture built on merit and excellence through continuous skills development and the preparation of future-ready leaders.

The strategy is built around a clear vision: “Secure and Smart Customs – Regional Leadership – Global Competitiveness.” Its mission focuses on providing innovative and intelligent customs services that offer a competitive advantage and meet the goals of sustainable development by strengthening national security, protecting the local community, facilitating legitimate trade, supporting state revenues, and collecting trade data.

The 2024–2030 Strategic Plan sets out 14 objectives to be achieved through 27 projects across key areas such as digital transformation, artificial intelligence, institutional excellence, knowledge and data management, cybersecurity, risk management and logistics services. Through these initiatives, the General Authority of Customs aims to turn its vision into concrete actions that support Qatar’s progress towards comprehensive and sustainable development.
